According to aumha.org, three tools were added in December 2001 but withdrawn in January 2002. This was probably the withdrawal on 2002/01/18. Unfortunately, no captures on Wayback Machine include the three tools; the 2001/12/09 capture doesn't include them, and the next capture was the withdrawal announcement captured on 2002/01/24. Another tool, named "Faster User Switcher" on aumha.org but "Super-Fast User Switcher" on microsoft.com, was "Withdrawn April 2002", which probably means it was also withdrawn on 2002/01/18, since the download was not restored until 2002/04/23. Wikipedia additionally lists "Internet Explorer Find Bar" and "Virtual CD-ROM Control Panel" as withdrawn PowerToys, but I can't find evidence of them actually being released as PowerToys.

The third generation of PowerToys, made for Windows 10 and 11, is open source on GitHub. It's very large (1700+ MB), and installs WebView2 if you run the setup exe, as the File Explorer add-ons use WebView2 for the preview pane. To avoid that, extract the msi from the bundle with the WiX Toolset, and install the msi. I deleted the WebView2 setup prior to installing, just to be safe.
